    Winners don't have an issue with tactics, challengers do.

    Roglic was covering an attack by Bernal that day, he wasn't the aggressor. I think @Dorset_Boy point was that Roglic has a conservative approach to racing, and uses his finishing speed and time trialling abilities to win races.
