    Does it go into a pipe and then seal it off? It looks like the rubber bits on either side inflate.

    Yes, and they do inflate. Sealing for a specific purpose.

    The rubber parts take a reasonable pressure, 90 bar or so. But most of the strength is required for removal.

    Basically you put 2 short pipes end to end into a junction box, this is then charged with electricity which melts the ends and fuses them together, so you get 1 long pipe

    Seems I was wrong. I've never seen one but it's what my imagination thought it would look like. Wikipedia says otherwise.

    Rubber bits inflate and seal either end, stuff is sucked out if the gap in the middle so the pipe can be repaired by welding, brazing or whatever? Don't know what you'd call such a contraption.

    You'd call that contraption a welding pig, which is what this is. This one is for new pipeline fabrication, it purges the central part with inert gas so you can weld stainless steel without getting oxidation of the weld root.
