It's called a "swift"
Used to wind skeins of yarn etc by the Shakers in 18th century Englandshire.
It was called a swift as it was more portable than other reels/cobs.

It looks like a strange hybrid of a hammer and a bike pump.
Looks like the end screws off, is there some kind of spike in there so it can be used to smash windows like those little hammers you get for breaking emergency glass?0 -

Nothing moves on the device as you see it, apart from the bit on the front which does unscrew. It's that 'face' which you need to look at carefully.

Hmm, a bizarre orifice, a bit like a drill chuck, but not adjustable. Does it grip something that then sticks out??

Yes. The answer comes from someone who knows rather than works it out.
As he says, it removes a bullet from the case without having to fire it. You clamp the case in the colette chuck with the bullet facing into the 'hammer' and then you knock the opposite face on a hard surface. The momentum of the bullet drops it out of the case and into the space inside the hammer head.

It looks like a vernier designed to measure something to 1/16th of an inch, up to 8 inches. But I can't work out how it works or what it would measure that couldn't be measured with a ruler?0
