Race juries arent made up of all commies parachuted in from Aigle. UCI appoints the Chief Commie, and the entire panel for WT races for example - but for the main part it means they've been assessed and qualified by the UCI as UCI Intl Commissaires. They've hold licences with the local national fed. So it'll mainly be a Spanish race jury here.0 -
