    Unless I've misunderstood, all this Spanish/French thing is nonsense since it's the UCI who dish out the fines and punishments, not the local organisers?

    Cycling Podcast were talking about this after Bardet incident and they agreed that whilst it is the UCI who hand out the penalties there has been the suspicion of 'home field' advantage in the past.

    Race juries arent made up of all commies parachuted in from Aigle. UCI appoints the Chief Commie, and the entire panel for WT races for example - but for the main part it means they've been assessed and qualified by the UCI as UCI Intl Commissaires. They've hold licences with the local national fed. So it'll mainly be a Spanish race jury here.

    you mean like COntador in Giro 2015

    there were plenty of similar complains in the past, all ignored, which establishes the "adjusting the helmet" as legal and not subject of that rule.
