It is a legal term to differentiate what the person did (which might not all be a crime) from the crime itself.- which is a legal concept. It is an abbreviation of 'actus reus' - literally the crime thing.

Let me tell you about the Russians. They are different from you and me. We have to recognise that Russia is never going to be Westernised, they will always be paranoid about us just as we are paranoid about them. Years ago I used to suggest this was how it was and I was told I was wrong.
When the USSR collapsed we thought we had done Russia a favour - welcome to our world - but the Russians don't live in our world and believed collectively we had not done them a favour, we had increased their vulnerability.
Another time we thought they were our friends was in 1945 and look how that fell apart. They are different.0 -

Post war Russia saw the Korean conflict and then under the reds under the beds McCarthy era, Russia was labelled all sorts of things on the spectrum of evil... meanwhile the cold war slowly escalates...

Western Europe had a unique opportunity to assist Gorbachev in Harvesting successive Wheat growth that couldn't be fully Harvested partly because of a lack of machinery. Perhaps that assistance could have been the start of a more positive relationship with the West. It was not long after that when Russia started reverting to type. The the food queues and the poverty was squared firmly at the West and Gorbachev was not seen as the man who brought the end of the cold war like we perceived him.

When I was in Sandhurst we had a lecture on this and your thesis was accepted exactly as you said. We were shown a Russian map- one with Russia at the centre - and asked how would we feel surrounded by hostile nuclear powers. Point made and taken. Things were NEVER going to change post perestroika.

That's what will really rile Trump. Mueller has proved a better deal maker and sent a clear signal that he's willing to give a better offer than Trump to those who testify.
Trump is left supporting mobsters (by his own definition of pleading the Fifth) like Stone, which again strengthens Mueller's hand as his tweets could be seen as witness tampering.0
