    OK, credit to Crampeur for the key bit of the answer. It was indeed a riders' protest during the 1991 Tour de France in Pau, in protest against Urs Zimmermann's DQ for doing the rest day transfer by car rather than by plane as arranged by ASO. As mentioned, he was affraid of flying. And, he was also a vegetarian - hence the admittedly somewhat contrived connection with Tjalingii.
    Interesting character BTW, Zimmermann; one of those promising GC riders in the late 1980s who suddenly didn't get any results anymore in the 1990s and quit cycling early...

    Evgeni Berzin won Liège–Bastogne–Liège in 1994 and Viatcheslav Bobrik won Giro di Lombardia also in 1994.

    According to wikipedia Tchmil was Soviet, then Ukrainian, then Belgium (his current nationality). According to Inner Ring Tchmil was Russian, then Ukrainian, then Belgium and finally Moldovan (his current nationality). Wikipedia and Inner Ring imply that he may have [had] dual citizenship. So he might be an answer too, but it's a bit tricky to determine. If only all the riders had clear nationalities like the current crop of Froome, Dan Martin etc..

    His Palmares below is better than Oliver Zaugg's who has one other career win in a TTT. It does make me wonder if anyone has won a monument and nothing else in their career. Anyway, I would have been very impressed if anyone had got Mr Bobrik (I certainly wouldn't)

    3. I didn't think that through. I didn't get past Maertens being famous for not winning a monument and the others were all world champions.

    Just watched this video of Dirk Demol's finest hour. It's quite interesting although not necessarily good.

    Things I noticed:
    - A younger Phil is definitely better than an older one
    - Sean Kelly is still no.1 in the world and had been since the creation of the rankings in 1983
    - The GT riders all turn up and try to win P-R. None of this form peaking nonsense.
    - Super panache Fignon spent most of the race watching Kelly, but still somehow managed to finish third.
    - Truly cheesy coverage
