From The Guardian...3:07 p.m.
The WADA report says Moscow testing laboratory director Grigory Rodchenko ordered 1,417 doping control samples destroyed to deny evidence for the inquiry.
The inquiry report says Rodchenko “personally instructed and authorized” the destruction of evidence three days before a WADA audit team arrived in Moscow last December.
The WADA panel says it wanted to send the Russian athletes’ samples to labs in other countries to detect banned drugs and doping methods.
The report says Rodchenko’s action “obliterated forever the attempt to determine if there was any evidence of athletes having clean and dirty ‘A’ samples at the Moscow laboratory.”
When the auditors arrived in Moscow, Rodchenko told them he decided to “do some clean up to prepare for WADA’s visit.”
Rodchenkov, the report notes, “remained obstructive” throughout the investigation and refused to be recorded.

Coe was the front man for an enormous fraud perpetrated on the British public. To be fair, it's not nicking bottled water at a riot, but he needs kicking out the Lords for starters. Does this mean that cycling won't be seen in such a bad light or are all sportsmen dopers guilty until (impossibly) proved otherwise?
Does WADA have any teeth?
Does WADA have any hope of ever going unannounced into Russia or China to do blood tests?
Did WADA spend so much time an energy chasing LA that all this went on without anyone knowing about it*?

If you look at it cold, there's plenty of rationale to dope in more or less all elite professional sports.
Given how difficult it seems to catch dopers (in any sport), and the outsized rewards at the top level, the risk/reward balance quickly tips in favour of doping. The higher the pay, the sooner people come to that conclusion.
(Let's think of it this way, if you're paying your players £200m a year, spending £10m on a high class doping regime is trump change)
It's not like it's exclusive to sport either. Plenty of corporations go through the same thought process, then the worst of the offenders get caught (VW, UBS, etc), they throw their hands up and say 'but everyone was doing it' and they're probably right.
After all, it's only a scandal when it hits the press....0 -

USADA invested time and money in rightly bringing down Lance - the guy who won law suits to secure bonuses that weren't lawfully his becuase of his anti-doping pledge in the small print.0
