There is an IOC distinction between teams and individuals. The FIA and the UCI and the LTA have all taken the same stance as a result. You will also find Russian football players playing for European club teams in uefa and fifa competition I expect.
I don't think this is any different, frankly, to Russian employees in any other profession working outside of Russia.2 -

You are right when you say Russians and not Russia. Where it gets harder is when you have supermaxi yachts racing in international competitions under flags such as Monaco when the money paying for them is dirty money at worst. At best from oligarchs that have done little to exert influence to the betterment of Russia and it's people.
China will be watching with interest as on a global world if you don't sign up to a rules based order then why should you get to profit from global trade. I would argue you can't have global trade outside a rules based order. Where for example countries agree to basics such as not committing illegal acts in others territories or maybe even just obeying boundaries on a map. It's not hard.0 -
