So no World points (No longer the Pro Tour) for Qatar or California etc.

They didn't. Liquigas were 2nd and Lampre were 14th.

You're thinking of the ranking the UCI made up to deicide the ProTour teams, which was done over two seasons and is only understood by a couple of Fields Medal winners.

The one I linked to is what is used (currently) to decide the World Rankings for riders, teams and countries and what decides who gets a full team at the Worlds (which is what mroli was getting at)..
