I suspect the Dane thought Tanfield was a dropped man 4 getting in the way rather than man 3 still riding.
Regardless, if you ride straight in to the back of someone because you're not looking, it's always your fault. Probably as angry at himself as much as anything0 -

The rules state that a catch is made in the team pursuit when the get within 1 metre of the opposition. So technically Denmark had already won the race by the time of the incident.

"if one team catches the other, the catching team is declared the winner and shall stop as soon as possible in order to allow the other team to finish the distance and thus to record a time. "
