    Is there any rule being broken by NOT currently racing? I know truces happen from time to time but could the commisaires tell the peloton to speed up? It’s akin to jockeys being penalised for not trying and almost throwing a race.
    Difficult to enforce I guess.

    The defence would be just to show what happens when you do race in these conditions. Just show the Astana "attack".

    Doubt it, it's commonplace and a Commissaire would be putting his neck on the block telling them to ride faster in conditions where there have already been half a dozen or more crashes.

    I did an amateur race in the 90s where a break went from the gun and everyone just sat up (to such an extent I accidentally went off the front by trying to position myself well for the climb) and the Commissaire threatened to stop the race but I'm not sure he could have done so.
