It's there to act primarily as a fairing to reduce turbulent air flow around the seat-post and rear wheel, but rather than just have a huge chunk of carbon sticking off the frame, why not make it a removable storage compartment?
Specialized did the same thing with the Shiv fuel cell years ago, they just put it at the bottom bracket.0 -

The Shiv TT is a thing of beauty, I'd love to see a new one but with the UCI abandoning the 3:1 rule and other restrictions, I think traditional designs are going to become much rarer.0

C'mon, you're going to have to give us more details than that, where did you read 50%?
Are you talking about their new XEX shift housing? Their website says that is 30% lighter than "traditional housing" (i.e. the heaviest housing they could find), which probably means <<10% lighter than their previous generation stuff.
Inners and brake cables are seemingly no different so I'm guessing you could possibly achieve a ~5% net weight loss, which would be around ~10g if you're lucky.
Edited to add: I'm guessing you read it on bikerumor.com, in which case I stand by my assertions!0
