It's certainly a modern phenomenon. Doping products are far easier to obtain these days and the risk vs reward ratio is stacked too far on the side of reward.
Just ask yourself. What deterrent is there to not dope?
Bear in mind that Tearnon-Locke will walk straight into a decent team after his ban is up and has also kept his Sky salary (c £400k p.a. plus bonuses).

He has not kept his salary. He was fired and his salary ceased to be paid as soon as the panel determined his guilt on 15 Jul 2014.

I guess those who can afford it are more likely to dope than those who can't. Beyond that, I don't get the connection.
You missed the point 100%.
I made the connection that if someone has the money to spend five five figures, to race a 4th cat crit every other week, then they might have the money to spend on that something extra.
If they are, then why are they still 4th Cat racers?

Funny totally by coincidence this was being discussed on my club run on Sunday.
Someone who is near enough to know was making a claim that there are whole teams in the local league who regularly charge up with speed and tramadol and went on to list a whole bunch of names. I can't remember them (I have no idea who they are).0 -

Bizarre. I was completely oblivious to all this when I was racing against the South East Elites. Gives me a handy excuse as to why I rapidly slipped back to 3rd cat obscurity... There aren't actually that many "teams" that have consistently strong results, it would be interesting to know who the whispers are about.0 -
