OGE could claim force majeure though, the time cut isnt intended to penalise you in this way if you are missing nearly half of your team. Im sure theyd have clarified that before setting off which is why they werent pushing hard even for the line.0

They could claim it - but I am pretty sure the college of commissioners would tell them to sod off. 30% is a huge addition for a team. As above the winning team would need to blast the world record pace to put orica in trouble.
they weren't pushing because they would have dropped michael matthews - who by himself might well have hit the extra 30%. That's the magic of the team time trial - you can risk burning off a few riders; but tactics are complex and you take risks if you do.0 -

watching on Dutch ES - I'm sure they said that OGE were average 5kph slower than Lampre Merida...which is crazy slow!

It's all relative - field in the Tour is a lot higher quality than the Giro.
