Really difficult to predict this. The two main favourites are both below their best to some unknown degree. Then you've got even more unknown quantities like Zakarin.

Contador is complaining about soreness and that he can't stay in his normal TT position, so we can probably expect him to come out and absolutely smash it.
The ability to recover from crashes and hard efforts is what sets GT podium finishers ahead of also rans. It's not easy a GT and winning one week races is a whole lot easier.
Contract year for Porte. A chance to show he has the resilience to cope with a GT. Good read.
If he wants to get a chance of riding the Tour de France as team leader anytime soon, he needs to prove that he’s capable of performing well in a GT over three weeks. It won’t be easy to make it onto the podium in Milano but he simply can’t afford to give up.

Er, no. Just under two minutes. Brailsford did suggest that he wouldn't be as strong at the TTs as we might expect, but I'm assuming he's just not motivated anymore.

Or it is quite hard for a 55kg rider to monster a 60km TT.
