It's for grooming sheep. Sheep also like molasses and salt licks and you'll have to date them quite often as they are getting fussy since the advent of smart phones and the internet.

It ain't a sheep groomer/tickler/stone from foot remover.

In fact, it isn't to do with sheep at all

Please tell me it is an agricultural artefact or there will be no sense continuing this trivial pursuit.

I was sure you had it with the sheep groomer.

It is a rake for a borrower or
It is a device for harvesting crabs (in the bush).

None of the above. Not agricultural, or horticultural. You don't use it to harvest anything, crabs or otherwise. It can be said that it creates and destroys at the same time.

Does it make contact with an integrated circuit? Some sort of probe?

It is part of an electrical circuit, but not integrated.

    Hmmmm.

Those pins go into a board perhaps. and the black bit is a probe?

Nope. Those 'pins' are the (open) end of a circuit (they aren't pins...), until the process it facilitates is started.

Is it some kind on cathode or anode?

Could be used to ionise a low pressure gas to fluorescence?

you are quite correct. Is is an electrode, but for what?

Is it for measuring the ionisation between that part and a ground? And is this then related to some other function such as air pressure?

Or a contact electrode for metrology?

What about being used for etching?

    Very close

Even closer. In fact, Triban, you can have that. It is an electrode for spark erosion, a process included in electro-discharge machining

You could probably use it for engraving marbles too.
