    It's a servo for a radio controlled model of some kind - the father in law is a model plane nut and these are lying around all over the place in his workshop plus I like messing about with RC cars 8)

    It is indeed. There's a small electric motor which turns the blades. It's powered from energy that's generated when the hot base touches the cool top - the Seebeck Effect.
