    It looks like a hoover attachment for cleaning tubes/pipes. It has brushes (presume these rotate) and a hole in the end to suck things out.

    A bore, then? - the little flanges at the tapered end look like the diamond-coated bit you get on some grinding discs, so maybe something for boring rock?

    You screw it into the wall and then this provides the mount for a screw or a bolt. It's a sort of fancy rawl plug.

    All wrong so far, probably worth giving you an idea of scale. I estimate this one to be a bit over a metre long. I have worked with ones as smaller than 50 cm long, and I know they can be at least 3 or 4 m long.

    you can pass water through, just not exclusively used for water. Not used in the construction industry.
