    No.

    The bit that people have referred to as the base, is indeed the bottom of the thing in that it's used that way up, but it only a stand as such when it's stored.

    Is it a cork/stopper of some sort? You invert it, wedge the weight in then you can use "pump" it to get air in/out of bottles?

    Just to recap... It's for food, the brass bit slides up and down, and the base is the bottom of the item in that it's used vertically, but it's only there as a stand?

    Not quite. It's a part of the function, but it acts as a stand when it's not in use. Other than that, you've about summarised it.

    There was also an early guess which was close to the truth as well, when someone said it was a slide hammer. The brass bit is held at the top, and then let go. It falls with just the right amount of force required to do one task.
