Shutting down the mobile network would cause untold chaos with people unable to reach family members. It'd probably cause deaths. For a start, doctors who are on call couldn't be reached. Where as the controlling and stopping the rioting wouldn't actually happen0 -

As someone has already said - its not one big riot that can easily be identified, police mobilised and an organised charge made - its small pockets of people all over the place leading to scenes like the one posted earlier with 8 cops against 30-40 people. They've got no chance and arent going to put themselves on the line to defend a store with those odds.
