Probably not. It depends if he can transfer his talent from cross to the road. It's been done plenty of times in the past, and he's already shown he can win on the road (he won a stage race in, I think, the Czech Republic last summer). Time will tell.

You certainly can't blame him if he does, after last year’s Tour 3rd and with Bertie out of the mix he's got to like his chances in the Tour. Too good an opportunity to miss out on.
