I think (don't point it out if I've missed a crucial point) to summarise:
DDD thinks there should be a separate section under Commuting (let's call it Commuting Campaigns for want of a better name), to help those who want to find the serious commuting issues as opposed to the umpteenth "what bike?" thread, and the "Scone Jam Cream or Scone Cream Jam - how should a cream tea be?" daft OT stuff. His arguments for this are that it might focus the energies of the large number of members a bit and achieve more for cycle commuters, and that the existing Campaigns section is listed under the Road forum only, which given the slightly cliquey nature of web forums, means that a lot of people don't even know it exists, let alone use it.
Spen666 and deptfordmarmoset (and maybe some others; I can't be bothered to re-read it all) disagree. They point out quite reasonably that two separate Campaigns sections will split the vote so to speak, achieving the opposite of DDD's intention. One or more of the 'No' camp also have a nostalgia for a time (before I visited BR) when the Commuting section was more concerned with serious issues, and partly blame DDD (amongst others) for the trivialisation (perhaps an over-strong word) of the section, when the Cake STop section already provides for OT threads.
I think that's it - oh and Porgy should be a sub-editor (if he isn't already).1985 Mercian King of Mercia - work in progress (Hah! Who am I kidding?)

DDD is his own worst enemy IMO. It's the endless "who reckons the sun will come up tomorrow" style threads that have irritated. The odd OT thread can be fun but we are supposed to be talking bikes and commuting. It's a bit weird that some people want to do their socialising on a public forum, if you are chatting to your mates why do you feel the need for random strangers to read it?

OK please look
http://broadwayhouse.com/creamtea.html
http://en.wikipedia.org/wiki/Cream_tea
to Quote Wiki that we all know is never wrong ( ishly )
There are regional variations within England as to how a cream tea should preferably be eaten. The Devonshire (or Devon) method is to split the scone in two, cover each half with clotted cream, and then add strawberry jam on top. Traditionally it is important that the scones be warm (ideally, freshly baked), clotted cream (not whipped), and that the jam be strawberry (although raspberry jam is sometimes used as an alternative[citation needed]). Butter should never be included, and the tea should be served with mil

Although Jam Scone Cream has a certain appeal.
