I assume it is claiming that towns of 25000 population out of which around 2000 live there are unreasonably trying to shift that ratio slightly?

Thousands of households will be forced to pay five-figure council tax bills for the first time as local authorities target second homeowners. Councils stand to make millions by charging double council tax on second homes under new powers that have been in place since April. Local authorities claim the money raised will be used to fund local services and housebuilding. The tax is designed to disincentive second home ownership which has been blamed for displacing local communities, particularly in holiday hotspots.
However, there are concerns innocent “accidental second homeowners” are being caught up in the tax clampdown, including bereaved families, home movers and landlords trying to sell former buy-to-lets.

I found it via another source. Seems to apply to properties that have been empty for 12m or more. Presumably then it doesn't bite unless people are so wealthy they don't need rental income from them.
The Teleguff is really getting spectacularly good at framing the UKs more privileged people as victims.

No, can apply to any furnished second home.
Second home owners in England could face paying twice the amount of second home council tax from April 2025, under a new law. Under the Levelling Up and Regeneration Act 2023, councils were given the discretion to charge additional council tax of up to 100% on furnished homes not used as a sole or main residence.

They have already. It applies to all second-homeowners in France.

Two things: my second home wasn't accidental, and I'm not complaining about having to pay more than full-time residents. So I probably won't make it into the Telegraph.

So if I've understood, it's not an issue if it is available for rent for 140+ days a year and actually rented 70+ days a year, because it can then be registered as a "business".
To be honest, this doesn't sound too punitive to me.

I've just heard Jeremy Hunt being interviewed and criticising Labour ca. 2010 on the one hand as leaving the economy in a terrible state, whereas when tackled about debt, claiming on the other hand that one issue was recovering from the GFC.
They really do have a long way to go before they start saying things that can immediately be ignored.

I just searched for a band H property in the cotswolds and came up with this for £3.7 million
I don't think the owner of a second home this size would be on the breadline as a result of a £4.5k of council tax. Bit surprised their main home would be so much smaller.
