Nah, the Dutch player was going for the ball and Kane stayed on the floor waiting to be noticed.
Defenders have to be able to go for the ball the same as strikers, it looked 50/50 to me in term of foot to the ball.

In slow motion penalty - the defender went in studs up way too late.
In full speed - defender makes a legitimate attempt to block a shot and Kane ends up clashing with him.
