The hash sign had been well over used before an idiot ( probably Chris Messina ) gave it another new meaning and called it something different just to add to the confusion.

It's just a way of searching for similar topics isn't it, it was in use but Twitter made it more widespread but still for the same purpose, didn't it?
If you wanted to search a lot of text for wheel building spoke tension instead of searching for those words you'd add #wheelbuildingspoketension and search for that and it would bring back all relevant topics. Instead of bringing back topics that included wheel, building, spoke or tension or having to have all words.
Twitter does the same just on a mass scale.

CB has it slightly back to front. It is a way for the authors of tweets or instagram posts to highlight key words so that their target audience can find them.
