According to the Tour site "Due to the importance of the crash, race director Thierry Gouvenou has decided to neutralise the race."
Neutralisation might be something to do with the upcoming climb which could have allowed significant splits?0 -

I've been watching cycling since the 80s and I don't ever remember the commissaires actually stopping the race for a crash.
