    It looks a lot like an impact tester to me.

    I can see now how it works (partially), but I can't think what goes in it to test.

    I know what it is but I cheated (using Google) so I won't say in-case anyone wants to guess.

    Metronome is close with recording device and it's car related.

    Whoop whoop we have a winner.

    This is the Churchill decelorometer, used to measure and record brake efficiency. This pre dates rolling roads you now see at your MOT station. It is also used under dispensation if rolling roads are not available or not acceptable, ie inertia braked trailers.

    The pendulum in the centre swings forward on application of the brake and marks the card help in the sector..
