I presume the 'tap' like device on the right is for stopping it rotate. By the looks of it, it is mounted on decking so it is a domestic garden device... for a parasol or similar now stored in the shed for winter and is getting in the way.

Nah it's just on the garden table to get some light on it.
Bang on otherwise though. Thought it would last longer. It's a Hydraclamp, you undo the tap to release the internal pressure so you can set the arm (and whatever's mounted to it) to whatever position you want, then do it up again to lock it in position.

Looks like an old heavy-duty version of a Petzl Traxion, pulley with a cam for hoisting. Except the pulley isn't grooved for a rope, so is it for something flat, like webbing?0

Not for hoisting, raising.
