is it a test rig for an electronic component or assembly?
yes.
It's a two point probe. You put the device (silicon wafer?) under the test points and then the arms come down with a certain controled force to make the contacts when you pull the red lever.

A sort of hand router or planer?
Yes but that is only half the equation. It's a plane.seanoconn - gruagach craic!0 -

In use, are we more interested in the bit that comes off rather than the bit that runs through the device?

Does it turn a piece of wood into several strips?
That's getting warmer.

Is it a Fore Plane?? (There is such a woodworking tool, and it has nothing to do with Fore Play 8) )
Or is it a marquetry tool??~~~~~~Sustrans - Join the Movement~~~~~~0 -

Probably unrecognisable because it has no modern application, even if you were a master joiner you'd be none the wiser...
Though for some bizarre reason they are still available to buy new:

In the light of Desb3rd's criminal act, I am handing it over to Desweller who was on the right tracks and so was Capt Slog but follwed DW, i'll hand this over to Desweller.
In the meantime, i'll hold a special commission of enquiry into the breach and I won't blame Wiggle.seanoconn - gruagach craic!0
