    Sim :D

In 1999 they hung a railway line under the existing suspension bridge

The upper level carries six car lanes, while the lower level carries two train tracks.

Until 1974 (built in '66), the bridge was named Ponte Salazar, after the fascist dictator. The name "25 de Abril" commemorates the Revolution.

I am guessing home but I am not familiar enough for a location.

It's the flat top that makes me think away. Although otherwise the geology does look like Scotland.

and built by the same company that did the other san Francisco bridge, the San Francisco Bay Bridge.

I thought driving over the Lisboa suspension bridge which has a steel mesh for a road was scary, until they suspended a train underneath, you can probably see my camera shake

    Essex is the correct County.

Obviously overlooking a river - so that narrows it down.
