I think there is a clear distinction between 'The Lakes' and the rest of Cumbria. Shap is in the Cumbria outside 'The Lakes'. Taking 'The Lakes' as the NP boundary which is normal I think.

The A5 can have some fast moving traffic but it isn't hugely busy for an A road, I'd ride it but there should be plenty of other better cycling roads in the area. I haven't ridden in the area myself but there are a few around the forum who know the area. Llanberis Pass is fine for cycling on. Don't know the A4085.
EDIT tell a lie, I have driven the A4085 and from memory it is a narrow, fairly quiet road and should be fine to cycle on.0 -
