a possibility that's been getting some momentum is that they'll ratify but say they're appealing to CAS for heavier sanctions for CVV et al0

But why would they appeal? Innr ring reckons UCI will ratify...am not sure. Maybe the UCI is not as scared of an appeal as some might think?
