What we need is a clear ruling from the UCI on this issue. Isn't it down to the team to pull the rider if they fail a A test rather than the Spanish Cycling Association to issue a ban. Don't bans only kick in after a B sample is positive0 -

Yes, because it's not supposed to be a direct performance enhancer, just because it is a banned method. And the race this weekend is not on the UCI calendar, Contador is due to race too (but he won't).

Not quite. This is not a banned substance in itself, so there is no ban for having this. Instead it is a banned method. Given there is no way to get this into the blood except by intravenous means, which are banned, then Mosquera is still likely to get busted.0
