Yes. Not a big fan of such an "open letter" either tbh, unless overtures have been made in private previously and been spurned.
And on a procedural note, do the officials in road cycling have access to TV coverage in order to make their decisions? There's obviously an element of randomness if so, as the TV cameras can't cover everything at all times.

I think the question about whether you'd read the letter was based on the fact that they explicitly mention how they'd contacted the commissaires directly after the race and been told to get stuffed (more or less).
And yes, TV pictures are used, often after the finish. Social media posts have also been used, where clips of e.g. dodgy position on the bike have led to sanctions. Some larger cycling accounts on twitter no longer post that sort of thing as they don't want to be held responsible for a ban or fine for a rider
I think they might even have used spectator footage post-race on occasion.

OK. So I had read the letter, but not as thoroughly as I could have done. It looks like procedure I outlined for retrospective appeals was followed, albeit with an outcome that didn't favour the Latvians. Difficult to map "told to get stuffed (more or less)" with the account given of the discussion with the commissaires. Though I guess anyone making representations will feel like they've been told to get stuffed or denied a proper discussion if they don't get the outcome they want.
Checking the quoted rules, a fine should have been applied. There's no discretion allowed in respect of that (though I guess precedent for not levying such a fine may have been created previously) whereas for DQs etc. there's a subjective assessment to be made re (amongst other things) whether the move caused danger. And with subjectivity comes disagreement - Latvia says it was dangerous whilst the commissaires say it wasn't.
I don't think the open letter will be helpful for the Latvians, as I'm guessing the commissaires implicitly accused of corruption have long memories!
