    They usually rely on intelligence and advice from the police in the country of the visiting teams.

    So, for example, if a club in the UK was known to have a bunch of racist hooligan fans, then the club would be expected to ban them from matches and inform the police who would try to prevent them travelling. The UK police often travel as well in an advisory capacity.

    Meanwhile, if your club is visiting a city with violent fans and incompetent police eg Rome, then the club would do their best to advise fans and lay on special transport. Despite this fans are frequently attacked in places like Rome.

    So the people who need to sort themselves out include both clubs, the Israeli FA, the Israeli police, the Dutch police and the locals.
