You only need two tools: WD40 and Duck Tape.
If it doesn't move and should, use the WD40.

So Bauge had what looked like an air attack with a fairing on the side, it didn't look like it was supposed to be there as it didn't fit very well (There was a gap) How did he get away with that? I thought equipment was supposed to be standard?

It's called the "Giro Track Attack'. It was actually made for him by Giro. There is a mention of it on their website.
As for the standard UCI rule about equipment being available for public sale, etc, etc - I can't comment. But Giro have a long-standing trend of flaunting that rule with their helmets. Many of the Pro teams they supply helmets to use a short-tail/stubby version of the standard TT helmet that you cannot but anywhere.0 -
