Ok a few thoughts. The wire is not clamped in the groove. The clamping plate is not orientated correctly. Is it touching the band bolt? Reducing total cable pull ( and therefor travel).
I would also be looking at the whole routing on the other side.
Change the cable at the same time and something might appear."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

It was the front mech.
Took a punt, and ordered a 'conventional' Deore mech, stayed with the current cable as it's a pukka sealed Ride-On, and robert's your father's brother!0
