Just thought I'd throw in my 2 Pennyworth. Having helped out and promoted myself at some Polocini events I can assure everyone that they always go to great lengths post events to make sure they leave our countryside as they found it before the event.
'You are biased' I hear you say, that maybe true but I wouldn't stick up for something I don't believe in.
What I don't understand is that surely if we are all interested in maintaining good will between sportive riders, organisers and councils then don't just spend good time and energy finding forgotten signs to just take pictures of them and slate someone on a forum. Surely a better option, not to mention economically beneficial in this case, would be to take the sign down if you know it is finished with, contact the organiser (they all have websites) and say "I have one of your signs, if you want it back for next time come get it, otherwise I'll dispose of it/use it as a sledge when the winter kicks in".
This way, the organisers minimise costs of running future events which they might be able to pass on to competitors, there's no room for confusion with others signage and we all look good to the councils and locals.
I could ramble on for ages, but you get my point, let's just all work together to improve these events and their profile to the rest of the population.

The local authority does not have the power to halt the organisation of a sportive or any other cycling event. If the local authority acted to stop the sportives, it would be acting in ultra vires. Sportives are not licensed events and therefore there is no licence for the local authority to withdraw. The only organisation with the legal authority to stop the events would be via the Police through the use of the Cycle Racing on Highways Regs 1960 - assuming that the police could prove that the sportive was a race, alternatively they could use broader powers on the use of the Highways Act to halt traffic. A local authority traffic regulation notice would not apply in this instance.
A local authority could of course appeal to the Police to use these measures in order to halt an event but could not fly-posting as the prima facie reason. If the sportive utilised council owned premises for the conduct of an event, for example, a leisure centre, then the local authority could withdraw permissions.
Whilst the local authority may be unable to forbid an event, they would have powers to prosecute the event organiser or appointee for unauthorised signage on the highway under the powers vested by the Highways Act 1980 pt 2; fly-posting via The Town and Country Planning Act 1990 s.22; and Anti-Social Behaviour Act 2003. In short, if you fly-post or place unauthorised signage onto the highway, it is a criminal offence and the organiser would be subject to prosecution in a magistrates court, a fixed penalty notice or charged for the costs of a clean up operation.
Pragmitically speaking, I doubt that a local authority would pursue an offender for installing signs temporarily. However, if an official complaint was placed by a member of the public on fly-posting, the local authority may use its enforcement powers. Common sense suggests that all signs should be removed as soon as reasonably practicable.0 -

Philip, you seem to know about this, so may I ask if you know the answer to a question that I've been wondering for some time?
The Cycle Racing on Highways Regulations seems to define a Race as'bicycle race' means a race or trial of speed
between bicycles or tricycles, not being motor
vehicles, which is not a time trial
Given that UK sportives give every finisher a time, how do these events escape being seen as a "trial of speed" and therefore a race?0 -

This may be going a bit off topic from signage. However, the problem would with law enforcement and interpretation of advertised sportive timed results being an encouraging factor for a trial of speed. I am aware of at least one traffic division that was concerned about the matter.

I can see a black market forming for these signs, they are worth more than copper at the moment for the trade in / scrappage.
Think I might be out with a pair of scissors at the next event set up :shock:
No wonder some of the Dale Farm lot left peacefully and early.

To be honest (and I expect to be shot down in flames for my opinion - to which I am completely entitled) I entirely agree with the OP.
I live in rural Cheshire, and despite having taken part in a Polocini event earlier this year, am disgusted at the scale and extent of the problem.
Cheshire is an idyllic place to live and should remain as such.
I see no reason why irresponsible event organisers should be able to get away with such blatant abuse of the rural environment.
And to those who think this is a 'non-issue', how dare you expect people such as myself to clear up after those irresponsible enough to leave the countryside in such a state of depravation.
I simply do not think you understand the scale of the problem, or how long it has been going on for.
I have evidence that dates back as far as the 1970s. If it wasn't for people such as the OP this kind of behaviour will never stop.
PS - I blame Wiggle!0
