The article states that "In 2010, the authorities carried out 14,179 controls, and there was not one positive case for Clenbuterol."
I believe the article is just saying the beef that Contador ate was not from a cow that was one of the tested ones.
There are significantly more cattle in Spain than those that are tested as testing is just done on a small proportion of the overall number.0 -

I am finished with cycling as a sport which has now proved that you can get away with anything as long as you are famous (as opposed to infamous). I hope everyone in this years tour will dope up to their eyebrows, it's OK, the authorities don't care.

I disagree. You can't stop watching. You like compalining too much and without the Pro Tour what would you have to b*tch about. Anyway, like I said in another post, it's sort of like watching a train wreck, you can't take your eyes off it.0
