...hmmm, 'Top Ten' is v. difficult, partly by what you define as 'punk'...

I can't see The Clash as punk, they were too varied for that they'd fit in any genre top 10 apart from disco from that time.
devo, the stranglers, siouxsie & the banshees aren't punk for me either but would all be top 100 -
