It's partly Millar's presence, he's one minute down on GC and many won't want to gift the yellow jersey. But also many teams see this as the first non-Cavendish stage so they have a big interest in reeling back any moves.0

very risky to allow millar into a break.
Don't expect cav in this one. too hilly and the finish doesn't suit him or traditional sprinters.
