Wherever I've played (a good few years ago I'll grant you) there was always a ladder league. Pick someone to play, win and you move up the ladder, lose and you drop down the ladder. You soon find your level to play against.

I think every major event is like that. By the time they finish, everyone will have forgotten about the lead up and be celebrating the games. For example, London 2012 had no security and had to bring in the troops.
