They're not, which is why there are so few landlords. Lots of people sold up when the tax rules were changed. Landlords are not the major problem causing housing shortage.

It's almost as though someone in authority should have a coherent plan for how and where to build the housing that is a fundamental basic necessity.

1.4. Landlords were asked how many rental properties they own in England. Almost half (43%) owned one rental property, representing 20% of tenancies.
A further 39% owned between two and four rental properties, representing 31% of tenancies. The remaining 18% of landlords owned five or more properties, representing almost half (48%) of tenancies, Figure 1.2.

Yeah, that's got to be the starting point but unfortunately it's a lot more complex. Even if the land was available now in the areas it is needed we wouldn't get close to the 300,000 homes a year needed due to the lack of trades and material supplies. God knows what it would do to construction inflation. Like anything that has been allowed to decline for decades, fixing the problem becomes harder and harder. I really don't know how it gets fixed in my life time.

It is a cottage industry. It can't be efficient if over half of tenants are managed by single or double property landlords.
Economies of scale have clearly not reached the landlord industry, which suggests to me there is a of wastage, and inefficiencies, which ultimately comes at the cost to the consumer (aka renters).

I think you've lost the thread of what you are arguing for. There is a shortage of homes for rent and sale. Consolidating the lettings industry doesn't change that at all.
All these small landlords are using the same lettings and management agencies and the same maintenance contractors. I'm not sure what efficiency you think there would be by pooling ownership.

I thought the whole point of the government making it harder for the small landlords was not to make home ownership easier but to allow their buddies in the city to go large.

You're right, the shortage of homes is the big issue. If I were king for a year I wouldn't let the landlord industry off the hook.

Oddly enough, cottage industries can be and often are quite efficient. But that doesn't go down well in big corporate land.....
Indeed, sometimes small businesses are significantly more efficient than large ones.

I don't understand what hook they are currently being let off. Their property appreciates mostly due to the restrictions on housebuilding and the resultant shortage. If they are lucky they will make a small margin on the rent versus maintenance and management costs.

A good friend was one of these evil landlords, he rented out his flat for a few years after moving in with his girlfriend. Eventually they got married and bought a house so he sold the flat. He made some money renting it, but not enough that it was any more than if he'd stuck it into a high interest account. In return he had all the hassle associated.
There are certainly bad landlords, those are the ones that should be held to account.
