If we accept the premise of some limitations on personal freedom for the purposes of improved public health - seat belts, motorbike helmets - then why not go for the one with an absolutely cast iron cause and effect. Also for consistency, if assorted other drugs are prohibited, making an exception for tobacco is absurd.

Don't think this is the case. The Cass Review doesn't specify a lower age limit for trans medicine. It recommends that folk stay with the same medical team until age 25, rather than shifting from a child-specific setting to an adult one at age 18. This recommendation is to ensure the best monitoring / continuing care.

The Cass review seems to have upset a lot of people because it is actually evidence based and it suggests that there are instances where changing gender isn't necessarily the best course of action.
