I already got a pair of ortliebs. They're good. Nothing odd with them coming in pairs. They are supposed to go one on each side of the bike. My panniers are rear ones but you can get front ones aswell.0

I have always used cheap things from argos or lidl. While they may be expected to be cheaply made I have never had any fail.If one did break you can get them for a tenner.
I always use a rubble bag inside the pannier , especially if a laptop or books were involved. I use a bungee to tie the side down rather than fiddle with buckles or velcro.
The one above is a posh one. I tend to go for more basic ones like these , and my current usual bag is a 15year old version of this

I bought one of these from Condor when they were doing them for similar money as I knew my old Ortleib pannnier was on it's way out so a year after buying it I pressed it into service but not before I took the internal pocket from the Classic bag and fitted it to the City bag.I've added a signature to prove it is still possible.0
