Yes. Absolutely what they did was a felony. It is highly illegal to hit and run. What if they injured you to the point that you were comatose, or worse? I'd keep hassling both your insurance and the police to find this person, as that was completely irresponsible of them to do that and it could have ended up injuring you far worse than you already are.
