Another factor is how much oil or grease is put in the freehub in the factory. Some are assembled almost dry, some have plenty of lube. It's all down to the individual doing the job. So you can get, for example, one Campag hub being noisy and another identical one being quiet.0

The HOPE hubs on my Mountain Bike are silly-loud. As mentioned above I think you may struggle for £250...Condor Super Acciaio, Record, Deda, Pacentis.
Curtis 853 Handbuilt MTB, XTR, DT Swiss and lots of Hope.
Genesis Datum Gravel Bike, Pacentis (again).
Genesis Equilibrium Disc, 105 & H-Plus-Son.

Ugo is the quintessential expert on wheels, constructing them, and their inner workings. To turn away his contribution to any forum on them is ill-advised to say the least.
He may be an expert on wheel building etc and I respect him for this - I don't feel it necessary for him to answer

Thanks for the advice guys. Just to clarify I don't cycle on pavements but there are some shared use paths in areas where I train ie Richmond Park.0
