Have you considered doing a build yourself?

I've recently bought a Forme Longcliffe frame off Fleabay from Paul Milnes Cycles. £199 for a decent alu frame with full mudguard eyelets and carbon forks/alu steerer. Link to their web page here:-

Just assembling the parts to start the build but you could easily get a decent winter bike for under your budget if you shop around for the required drivetrain/ wheels etc. I'm guessing my build will come in at under £600.

FYI there was a 2nd-hand Longcliffe on offer in the classifieds a month or so back so here is the link to give you an idea of how it might look when finished.

As a disclaimer I have no link to Paul Milnes Cycles other than having had a good buying experience

im not worried about building one up. i built my last one up. :)

That looks a nice bike and it seems a good price. I'd guess mudguards, pedals and cages will bring the cost over £700, but it still seems a bargain.

I was looking back at how much I've spent on my winter bike in the last year. I got the frameset new for £150 and only needed to buy a front derailleur, cables, bartape and a BB to get it on the road since I had stuff from another bike I could use. Total on the road cost was around £215. However, I've replaced almost everything due to wear or upgrade over the past 12 months and now the cost of everything on the bike comes to about £940, so I doubt very much if you could build a winter bike to a similar spec as the Forme for any less than the asking price.

In case you're interested, here's the build list and a pic of mine before wheels and chainset were replaced:
