I got the following used fulcrum racing 7 wheel and put a matching tiagra 10 speed 12-28 cassette on, but even with the quick release brakes open and when spinning the wheel part of it catches the brakes.
Do I just give up and swallow I've bought a dud wheel or can something be done?

Have you tried to true it?0

Where'd you get it from? If it was falsely advertised; you have the right for a refund.
Perhaps you could try re-truing it yourself? I'm sure it wouldn't matter too much how you did since it's only a turbo wheel. Good opportunity to learn a valuable skill.

Truing is the method called for when you use a spoke wrench to turn the nipples at the end of the spokes in order to make the wheel run tru.0 -
I bought it off a local guy who said he used on a trainer which you can tell with the squared tyreWanted: Cube Streamer/Agree GTC Compact / Pro/ Race : 53cm0

You can either:
1) Return it and get your money back, because it's not fit for purpose.
2) Buy a spoke wrench for £2-3 and tru it yourself.0 -

Just need to get the toolWanted: Cube Streamer/Agree GTC Compact / Pro/ Race : 53cm0 -
If the wheel is physically dented then no, truing won't help. If the wheel is just a little 'skewed' then it's likely to be incorrect tension on the spokes and a truing could do the trick. A spoke key can be had for a couple of quid off ebay so it's nothing to try. There's lots of tutorials on youtube to show you what you're aiming for.0

buckled wheel = workshop forum ?0

True probably should have out it in workshop lol
Why is it all the bike shops around me only stock expensive items. Asked two bike shops for a spoke wrench and the most basic ones they have are park tools one for £8
Ok we're talking a few pounds here and there, but I just want something basic which will do the job to try and see if it works by truing up. By the time I add in extras on tools I might as well cut my loses and sell and buy another wheelWanted: Cube Streamer/Agree GTC Compact / Pro/ Race : 53cm0 -
The lbs will probably true it for about £8Death or Glory- Just another Story0
