Picked up a used training wheel but i think it's buckled?

I got the following used fulcrum racing 7 wheel and put a matching tiagra 10 speed 12-28 cassette on, but even with the quick release brakes open and when spinning the wheel part of it catches the brakes.

Do I just give up and swallow I've bought a dud wheel or can something be done?

    Where'd you get it from? If it was falsely advertised; you have the right for a refund.

    Perhaps you could try re-truing it yourself? I'm sure it wouldn't matter too much how you did since it's only a turbo wheel. Good opportunity to learn a valuable skill.

    Truing is the method called for when you use a spoke wrench to turn the nipples at the end of the spokes in order to make the wheel run tru.

    I bought it off a local guy who said he used on a trainer which you can tell with the squared tyre

    You can either:

    1) Return it and get your money back, because it's not fit for purpose.
    2) Buy a spoke wrench for £2-3 and tru it yourself.

    Don't think he will take it back now as been a while
    Will google / YouTube tru up wheel

    So you think if I tru it can be fixed?

    If the wheel is physically dented then no, truing won't help. If the wheel is just a little 'skewed' then it's likely to be incorrect tension on the spokes and a truing could do the trick. A spoke key can be had for a couple of quid off ebay so it's nothing to try. There's lots of tutorials on youtube to show you what you're aiming for.

    Why is it all the bike shops around me only stock expensive items. Asked two bike shops for a spoke wrench and the most basic ones they have are park tools one for £8

    Ok we're talking a few pounds here and there, but I just want something basic which will do the job to try and see if it works by truing up. By the time I add in extras on tools I might as well cut my loses and sell and buy another wheel

    The lbs will probably true it for about £8
