Must be Kashechkin. He's about 5cm taller than anyone else on the Vuelta team (according to the Astana roster), he's pictured on his own website with a bike with a similarly massive stem:

I use a 140mm stem on a slightly smaller frame, as I mentioned. I just like the way it handles. I do occasionally swap it for a shorter one on TTs and HCs as, again, I just like it.

Likely to be a horrible and unstable (dangerous) ride if this is true and not just a weird camera perspective... the handlebars will be clamped beyond the front hub meaning the rider would need to be super careful when braking and riding out of saddle (i.e. more weight on the front portion of the wheel (flying over handlebars comes to mind)...**************************************************

It's Kashekin's stem. He's had it for yonks, it was custom made by FSA hence why his mechanic stripped the paint when he moved to Saxo Bank.
Poke-her face (:-D) I heard that comment y'day during the TofT and I wonder if they made a mistake. A 190mm stem is ridiculous...When a cyclist has a disagreement with a car; it's not who's right, it's who's left.0
